OVERVIEW

The El Dorado Correctional Facility (EDCF) in Kansas was constructed in response to a 1988 lawsuit challenging prison conditions. Initially built for 640 adult male residents, with potential for expansion, it has since grown to accommodate more with additional cell houses. Situated near El Dorado, EDCF houses special management, maximum- and medium-custody offenders, often repeat offenders with violent histories. The facility's philosophy emphasizes incarceration as punishment, not for punishment, focusing on increasing residents' pro-social behavior through programs and services. EDCF also serves as the reception and diagnostic unit for all male residents entering the custody of the Secretary of Corrections. Managed by private vendors, the facility's operations impact the broader corrections system due to its specialized nature.

Program

PROGRAM

The programs division provides oversight for risk reduction, reentry and case management initiatives at EDCF. The division ensures effective programming is offered to provide rehabilitative treatment to assist inmates for return to society. These programs include academic and vocational education, cognitive skills, self-help groups and mental health services. Programs to enhance work ethics, relapse prevention and goal setting are also available.

Facility/Parole Interaction

Monthly meetings between parole and facility staff provide presentations to inmates nearing release, addressing the 12 standard parole conditions and dispelling common misconceptions. Phase 2 involves conference calls with inmates, facility staff, family members, and other relevant parties to facilitate reentry planning.

Kansas Strengthening Kids of Incarcerated Parents (KS-SKIP)

The KS-SKIP program offers a 13-week parenting class for incarcerated fathers, aiming to enhance their understanding of parenthood despite imprisonment. Play and Learn groups create a space for fathers and children to bond, with concurrent support groups for caregivers.

FLIP (Fundamental Lessons in Psychology)

Targeting segregation inmates, FLIP covers topics including anger management, anxiety, and self-esteem to foster psychological understanding and growth.

Chaplaincy

EDCF's chaplaincy office facilitates religious programs and support groups for inmates, offering counseling, volunteer coordination, and outreach to local communities.

Spritual Life Center

Opened in 2010, the Spiritual Life Center provides inmates with space for religious services, support groups, and educational activities, relying on donations for funding and resources.

Transitional Segregation Program (Segregation to Society (STS))

This program aids long-term segregation inmates nearing release by providing tools and instruction for community transition, despite previous restrictions on participation in reentry classes.

Behavior Modification Program (BMP)

The BMP guides transitioning segregation inmates through a nine-month cognitive-based program, gradually increasing privileges based on behavior and program compliance.

Offender Workforce Development (OWDS)

OWDS assists inmates in addressing barriers to employment readiness, providing job search skills training, resume building, and support in navigating felony convictions during job searches.

Kansas Oil Museum

The Kansas Oil Museum is the one of the largest museums in the state with a focus on the history of America's early 20th-century oil industry. We also function as the Butler County Historical Society. In preserving the history of Butler County, we interprept the story from the earliest days of the Native American tribes and the pioneers to small-town and ranch life of the 1900s. Additional resources include a large research library and extensive archival and photographic collections. All ages are invited to come and visit our large indoor exhibit hall and experience the outdoors with 100 years of history on 10 acres!
