The El Dorado Correctional Facility (EDCF) in Kansas was constructed in response to a 1988 lawsuit challenging prison conditions. Initially built for 640 adult male residents, with potential for expansion, it has since grown to accommodate more with additional cell houses. Situated near El Dorado, EDCF houses special management, maximum- and medium-custody offenders, often repeat offenders with violent histories. The facility's philosophy emphasizes incarceration as punishment, not for punishment, focusing on increasing residents' pro-social behavior through programs and services. EDCF also serves as the reception and diagnostic unit for all male residents entering the custody of the Secretary of Corrections.
