OVERVIEW

Winfield Correctional Facility (WCF) is located in Cowley County in Southcentral Kansas. The facility is located on the North side of the city of Winfield at the site of the former Winfield State Hospital and Training Center. WCF houses adult male residents (inmates) and serves a reentry function designed to provide a smooth transition from an institutional setting to the community for residents expected to be paroled in the near future. In February 2023, a Long-Term Care unit opened on-site and has been designed to serve several functions. It houses medium security residents, geriatric residents, and long-term care residents. There is a section focused on caring for residents with dementia as well.

PROGRAMS

The following are programs and services available at Winfield Correctional Facility

Pre-Release Program
  • Prepares inmates for reintegration into society by offering essential skills and guidance for their release.

Vocational Training
  • WCF offers Welding, Electromechanical and Construction vocational training for the residents in our partnership with Cowley County Community College and they can earn certification in these trades.

GED Program
  • Offers inmates the opportunity to complete their General Education Development (GED) certification to improve literacy and employment prospects post-release.

Correctional Industries
  • Inmates work in industries that provide job training and experience.

    • Aramark: 6 inmate slots for food services.

Community Service Work
  • Inmates provide thousands of hours of labor to non-profits and public entities, gaining job skills and ethics. Long-term service is provided to:

    • Butler County

    • City of Arkansas City

    • City of El Dorado

    • City of Wichita

    • City of Winfield

    • Cowley County Humane Society

    • Lion’s Club Sight Project

    • Kansas Department of Transportation

    • Kansas Department of Wildlife and Parks

    • Strother Field

    • USD 465 (Unified School District)

Reaching Out From Within
  • A self-help program started in 1994, based on violence prevention. It teaches life skills, encourages behavioral change, and helps inmates give back to the community. Select inmates also speak to students and community groups about making better choices and consequences. The program is focused on preventing violence and fostering personal development.
